The want of a big German central stores in the Far East has long been felt to be a grievous disadvantage. The exceptions under the Treaty Trading Regulations certainly permit the English stores to continue retail business with the Germans, but in spite of this one is on the whole brought to the conviction that it is time to create a universal German emporium for the Far East and to commence the preparations therefor now.

The matter has been taken in hand by a number of gentlemen and at the request of Herr L. Augustenon, the manager of the German firm Sietas, Plunbeek & Co., in Tsingtau for many years, to whom the carrying out of it has been entrusted, I have allowed to be distributed through the Consulates at Hankow, Tschangtsha, Hankin, Itschang, Tuchungking, Teschengtai, Yunnanfu, Kanton, Beihai, Swatow, Amoy, Foochow the enclosed accompanying appeal (1) among German circles, as no means of obtaining addresses suitable for the purpose were available; in North China this has been done through the Tientsin sub-office of Sietas, Plunbeek & Co.

(1) The enclosed referred to is a printed document, adding nothing to the arguments contained in the Consul's letter, signed by members of the following German firms in China: Melchers & Co.; Sahlers & Co.; Arnhold, Karberg & Co.; Meyer & Co.; Carlowitz & Co.; E. Diederichsen, Telge and Schroter, and by the Directors of the German Asiatic Bank, the Shantung Railway Co., and the Shanghai Association of German Engineers.
